The lack of funds and a complicated reclassification process must have an impact on the state of the rights of way network. However there are several questions that need to be answered to ascertain if the state of the rights of way network is due to "neglect" from Local Authorities or abuse from recreational 4WD vehicle users. There are often many objections to any proposals to reclassify rights of way as BOAT's. Is this from people genuinely concerned about their local environment or part of a national campaign to stop offroading, and where are the conflicts between user groups that are inevitably causing delay in progress towards the Year 2000 Reclassification Target? The significance of these questions will be investigated in other pages.
